Message	that I had to have a title, and you can apply for a lost title but unless the person/bank that held the lien on the car signed the Bill of Sale, you won't be able to obtain a new title in your name. For instance, if the bank held the note on the car and you had a bill of sale that was signed by John Doe (not in anyway affiliated with the bank), then no title for you.
